Reporting to the Deputy Registrar, the FERPA Manager and DegreeWorks Specialist works independently under general supervision and applies broad and in-depth knowledge of student records administration, degree audit systems, and student data privacy regulations. The position interprets and applies federal, state, and University policies governing access, confidentiality, and disclosure of student records, including FERPA, and provides guidance on non-routine and sensitive cases. The incumbent serves as a subject matter expert for student records compliance and degree audit functionality; participates in the development, testing, and maintenance of registrar systems; reviews data requests, research proposals, subpoenas, and third-party applications for compliance; and develops training and documentation for campus stakeholders. The position collaborates with academic units, campus departments, technical teams, and external partners, and recommends improvements to student record processes to support compliance, data integrity, and service quality.

Bachelor's degree in related area and / or equivalent experience / training

Thorough knowledge of policies, regulations, and practices with student records services.
Thorough knowledge of University policies, processes, and procedures and of Federal and California laws pertaining to the privacy rights of students and access to student information.
Thorough knowledge of particular Registrar core functions (e.g., degree requirements, grading policies, special enrollment, veterans' benefits, and residency).
Working knowledge of the Federal Family Educational Rights and Privacy Act.
General knowledge of transfer student and coursework processes.
Demonstrated ability to work with a variety of systems and applications such as a degree audit system, student information systems, and other localized applications.
