Position Summary

The Program Representative 1 position (Military Student Services Specialist) in the Office of the Registrar will support OSU students using veterans and military governmental education benefit programs including Veteran’s Administration (VA), Department of Defense (DoD), and additional federal, state and institution benefits. The Military Student Services Specialist will explain VA education and military tuition assistance benefit program requirements and assess student eligibility for additional tuition program benefits. The Military Student Services Specialist will use multiple software and computer programs to accurately document and certify students’ benefits. The PR1 will be responsible for verifying that students have met all federal, state, and institutional requirements when reviewing applications for benefits and certifying school enrollments to the VA. The Military Student Services Specialist will conduct reviews of student degree progress in MyDegrees and consult with Academic Advisors to verify and document satisfactory degree progress. In addition to interpreting and communicating complex and nuanced program information to students, prospective students/families, and departments across the university, the Military Student Services Specialist also maintains compliance within this program by submitting accurate and timely certifications to the VA and DoD.

Position Duties

 
50% Veteran & Military Education Benefit Certification
  • Represent the university as a School Certifying Official for veteran and military education benefit programs.
  • Process VA and military benefit intake survey submissions from incoming students. Verify student benefit entitlement. Record student VA/DoD and other benefit information in student information system and Excel spreadsheets.
  • Review education records for course degree applicability, term registration, and tuition and fee costs.
  • Receive verification from an academic advisor prior to submitting a certification as needed.
  • Operationalizes the university’s VA compliance program via timely and accurate certifications to the VA and DoD. Manually calculate tuition and fee payments eligible to be paid by the VA as necessary.
  • Monitor education benefit change reports to ensure information is up-to-date and in compliance with program regulations. Submit notification of non-punitive grades, registration changes, degree completion, and unsatisfactory progress to the VA.
  • Notify students of the benefit impacts of receiving non-punitive grades and provide resources on how to reduce debt owed to the VA and/or OSU.
  • Review VA payments for possible overpayment or certification issues. Coordinate with Business Affairs when payments are delayed, or tuition is overpaid.
45% Student Education Benefits and Records
  • Provide interpretation, consultation, and guidance on VA/DOD education benefit policies to students and university staff and faculty. Keep up to date on legislative or policy changes and adjust as needed.
  • Assist prospective and current students by assessing specific needs.
  • Provide information and resources about using benefits at OSU through phone, email and in-person meetings.
  • Summarize for students and families the state and federal laws, regulations and university policies and procedures regarding VA/DoD education benefit programs, tuition programs and priority registration.
  • Receive OSU tuition program applications to review for eligibility and approval.
  • Participates in internal and external compliance surveys/audits, annual program approvals and other projects as assigned.
  • Conduct information briefs at student orientation sessions and other military related events.
  • Maintain confidentiality of student records in compliance with FERPA.
5% Other Duties as Assigned
  • Assist with annual commencement related activities and ceremony, as required.
  • On occasion, assist other units within the Office of the Registrar with university programs and activities.
  • Participate in university or professional organization staff development activities or conferences
Minimum Requirements
  • Two years of technical or professional-level experience advising and/or instructing the public concerning specific programs or processes, monitoring programs, or performing participant reviews.
  • Two (2) years’ experience with highly regulated programs involving some or all the following: advising on eligibility, performing eligibility assessments, certifying eligibility requirements, etc.
  • Demonstrated ability to communicate effectively verbally and in writing.
  • Ability to work independently.
  • Knowledge and experience in the use of word processing and spreadsheet software.
  • Ability and demonstrated interpersonal and intercultural communication skills with ability to work effectively with people of various ethnic, cultural, educational and socio-economic backgrounds.
  • General mathematics skills for calculating tuition and fees.
  • A demonstrable commitment to promoting and enhancing diversity.
Preferred Qualifications
  • Bachelor's degree.
  • Experience with reporting software.
  • Experience with Banner SIS or other large volume database.
  • Experience in higher education.
  • Demonstrated understanding of the VA and/or DoD education benefit programs.
  • Advanced knowledge and/or experience of common workplace software (Outlook, Word, Excel, and PowerPoint) and electronic database systems.
