Brief Description
The OHSU Registrar manages the functions of the Office of the Registrar and is responsible for the accuracy and maintenance of all OHSU student educational records. The Registrar serves as the Record Custodian for all OHSU student records and oversees the proper documentation of the satisfaction of established institutional degree requirements. The Registrar oversees the administration of the Ellucian Banner student information system and the DegreeWorks degree audit system. The Registrar works with the Office of the Provost and the Schools/Programs to ensure compliance with institutional and School/Program level policies. The Registrar works collaboratively with the Office of the Provost and the Schools/Programs to solve problems, implement new processes, implement curricular changes, and to optimize the educational experience for OHSU students.

Job Responsibilities:

1. Manages the operation of the Office of the Registrar. This includes ensuring that the office is operating efficiently so that all functions are completed accurately and within established timelines.  Analyzes existing Office of the Registrar procedures to determine more effective ways of processing student educational records.  Creates plans to implement new functionality or streamline processing and leads the Office of the Registrar through implementation of new projects, new programs and new functionality.  Develops the goals for the Office of the Registrar and is responsible for implementing those goals.  Establishes priorities for all Office of the Registrar staff including mentoring staff members and ensuring professional development and appropriate training are available.  Supports appropriate personnel in the Schools/Programs on Registrar related functions.  Works collaboratively with the Office of the Provost and the Schools/Programs to solve problems by identifying solutions and facilitating discussion.  Works collaboratively with the Office of the Provost and the Schools/Programs to review curricular change requests and new academic program requests and implements approved curricular changes and new programs within the Ellucian Banner student information system and the DegreeWorks system. Represents the Office of the Registrar on various university wide committees.   

2. Responsible for maintaining accurate academic and student records by serving as the Record Custodian for all OHSU student educational records.  Responsible for maintaining accurate student records to document satisfaction of established institutional degree requirements.  Responsible for the accurate awarding of all OHSU academic degrees and certificates.  Responsible for maintaining and publishing accurate academic transcripts for all OHSU students.  Responsible for maintaining compliance with Student Status Confirmation Report (SSCR) enrollment reporting requirements by submission of accurate reports to the National Student Clearinghouse (NSC) and to the National Student Loan Database System (NSLDS).  Ensures all enrollment reports are filed correctly and within established deadline dates in accordance with federal regulation.  In consultation with the Office of the Provost, reviews academic policies relating to students and the educational mission of OHSU.  Ensures Schools/Programs maintain compliance with institutional and School/Program level policies.  Interprets and implements federal student academic regulations including FERPA and federal and state record retention requirements. 

3. Responsible for the administration of the Ellucian Banner student information system and DegreeWorks system.  Responsible for the administration of the On-Base Document Imaging system for records maintained by the Office of the Registrar. Responsible for coordinating the implementation and testing of these systems. This includes testing upgrades to the existing systems and the implementation of new functionality improvements.  Coordinates and delegates functional and technical tasks associated with these systems.  Reviews all student information system access requests and determines what level of security access is to be assigned.

4. Works with the Office of the Provost and the Schools/Programs to produce successful commencement ceremonies.  Responsible for producing accurate commencement ceremony publications and assists in the planning and execution of the ceremony to ensure a successful experience for graduates and family members. Implements and updates a comprehensive Office of the Registrar Policies and Procedures Manual.  Serves as the OHSU Residency Officer and determines eligibility for resident tuition based upon interpretation of the OHSU Residency Rules.  

5. Other duties as assigned.

Requirements

1. Master’s degree in Education, Student Personnel Administration, Business Administration, Management, Public Administration, or a field directly related to the position.

2. Five years of increasingly responsible leadership experience as a University Registrar or Associate Registrar.

3.Five years of supervisory experience.

4. Demonstrated experience with accurate maintenance of educational records, enrollment certifications, transcripts and degree audits.  Experience working with sophisticated and automated student information systems.  Demonstrated supervisory skills and experience building and leading a cohesive workgroup.  Demonstrated organizational and planning skills.  Strong interpersonal skills and the ability to communicate effectively in writing and in person with a variety of individuals including Provosts, Vice Provosts, Deans, Associate Deans, Program Directors, faculty, administrative staff and students.  An ability to exercise substantial independent judgment in planning, coordinating and managing the short and long term activities of the Office of the Registrar. An ability to work and make decisions independently with minimum supervision.  Experienced in the application of FERPA, federal regulations, accreditation and policy requirements.  Demonstrated record of reliable attendance, punctuality and proven successful performance.
