Brief Description
At Oregon State University, Office of the Registrar the VA Education Benefit Compliance Officer reports to the Assistant Registrar for Veterans Administration (VA)/Athletic Certification and Compliance. This position coordinates institutional programs related to VA education benefits and federal/state tuition assistance programs. In concert with the Assistant Registrar, the incumbent works to ensure compliance with all federal and state statutes and guidelines related to these programs. The Compliance Officer is responsible for developing, implementing, and adhering to systems and processes that ensure compliance, and for leveraging their expertise to provide recommendations to the Assistant Registrar for VA/Athletic Certification and Compliance and the Associate Registrar for Compliance around VA and Department of Defense (DoD) education benefit programs.

Job Details
Position Duties:

50% Submits Data to VA/DoD according to regulations. Administers certification program for all VA education benefit programs: Chapter 30, Chapter 31, Chapter 32, Chapter 33, Chapter 35, Chapter 1606, and Chapter 1607 at Oregon State University (OSU). Manages the process to verify that courses taken at OSU and other institutions will apply to OSU degree requirements (in collaboration with academic advisors). Provides course and program completion data to the DoD via online portals. Reviews eligibility for university, federal, and state tuition waiver/reduction programs. Monitors changes in enrollment and reports reductions/increases to the VA/ODVA/military branch, as required. Monitors satisfactory academic progress and report reductions and terminations for failing non-punitive grades and academic suspension. Audits financial payments and track and manage VA over payments paid to students’ accounts.
Investigates and problem solves issues related to VA certifications.

30% Administers Compliance Program. Tracks, researches, and develops compliance controls around federal and state legislation related to VA and DoD education benefit programs including VA education benefits, DoD tuition assistance, and state tuition assistance. Tracks, researches, and develops compliance controls related to federal and state tuition exemption/reduction programs (e.g., creates and maintains process for tracking active Tuition Assistance/VA education benefit students in SIS.). Provides consultation, guidance, documentation and training to department and the university around VA/DoD education benefit compliance and university protocols and processes that support compliance. Performs quality assurance checks to ensure program compliance. Provides annual documentation of OSU catalog/programs to appropriate approving body for maintaining overall program eligibility of VA benefits at OSU. Acts as liaison to VA and DoD for compliance audits and provide reports demonstrating program and university compliance as it relates to the DoD memorandum of understanding (MOU) agreement and VA program approval. As requested, lead up to 4 part time VA work study students including posting positions, hiring, training, reviewing work, disciplinary actions, maintaining personnel records, submitting time sheets and requesting updated contracts.

15% Veteran and Military, Community Support and Advocacy, and communication. Attends events and meetings that address issues important to our student veteran and military population. Participates in leadership of committees that address veteran and military community related topics. Coordinates with the Oregon Department of Veterans Affairs, ODVA Veterans Services Officer, five branches of the military that support tuition assistance, business affairs personnel, financial aid personnel. Works with the registrars and faculty committees on policies and procedures that impact veterans and military community. Presents to incoming students at START sessions.

5% Commencement Related Activities. Participate in the preparation and execution of the OSU Commencement Ceremony

Minimum/Required Qualifications:

  • Bachelor’s degree in related field and a minimum of two years working with federal and state regulations related program eligibility, certifications, or related compliance functions.
  • Experience advising and/or instructing the public concerning specific programs or processes, monitoring programs, or performing participant reviews.
  • Must demonstrate effective written and verbal communication skills.
  • A demonstrable commitment to promoting and enhancing diversity.
  • This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

  • Excellent Excel and reporting skills.
  • Banner experience, or large information system experience.
