Brief Description
Uses knowledge and skills as a seasoned, experienced articulation professional with a full understanding of analytical practices and UC policies and procedures; researches analyzes and develops solutions to a wide range of issues related to the articulation of transfer credit.
Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs, and proposals which are complex in nature and diverse in scope.

Develops procedures for implementation of an integrated set of electronic data sources and tools for the display of transfer credit policies, evaluation of potential transfer credit and posting of designated transfer credit to the official student record. Responsible for the input of transfer credit articulation rules to the degree audit system, conforming with the Academic Senate's regulations and the local department, school and Division's policies for conference of the bachelor's degree.

Key Responsibilities:

Formulates articulation agreements for General Education requirements and new majors, Develops and maintains transfer pathways and transfer Admission Guarantee agreements. Determines and utilizes the best practices for effectiveness and efficiency in maintaining, improving and expanding transfer credit assessment and articulation. Monitors and analyzes changes in external regulations, legislation, and UC policies for impact on the articulation topics for the Campus, not limited to WASC, UC Academic Senate, BOARs. Researches, plans, and documents the integration of admission application data and electronic transcripts with various transfer credit and articulation. Develops proposals and recommendations to guide and support a broader strategic direction for the organization. Coordinates efforts with a variety of external and internal contacts; researches organizational structures, policies and procedures and summarizes best practices in the field. is the lead on understanding, implementation and training on U-Achieve, ASSIST, TES, and U- Select. Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components. Provides analysis for complex budget, financial, academic, data, systems, and resource projects working directly with all levels of managers. Performs ad hoc, analytical studies on a wide variety of policies, programs, and issues that are complex in nature. Identifies and proposes solutions for data anomalies, system errors annual system changes, and emerging data trends. Designs and runs reports to audit integrity of data. Develops calendar and process for recording, collecting and reporting data. Researches and analyzes processes, procedures, policies and organizational structures to develop and/or implement changes and to provide consultative services regarding general management to the department.
 
Qualifications:   • Bachelors degree and 5 years of directly related experience or an equivalent of 9 years of experience/training and education.

• Knowledge of common campus-specific and other computer application programs required.

• Analytical/problem-solving skills required.

• Strong communication and interpersonal skills to communicate effectively with all levels of staff; both verbally and in writing required.

• Strong skills in analyzing and synthesizing large amounts of data for preparing sound and relevant proposals required.

• Ability to multi-task with demanding timeframes required.

• Ability to use discretion and maintain all confidentiality required.

• Expert knowledge of transfer credit policies and procedures common to the UC system and California Community Colleges required.

• Strong understanding of the complexities with intersegmental transfer credit articulation in California and the ability to communicate local campus policy effectively in public and professional settings required.

• Demonstrated expertise in managing multiple data sources with large amounts of data, maintaining data integrity, accuracy and effectiveness required.
